  The government tends to strengthen regulations on foreign students
and researchers at Japanese universities and other institutions concerning
the transfer of advanced technology that can be used for military purposes,
The Yomiuri Shimbun has learned.

政府は軍事目的に転用できる先端科学技術の持ち出しに関して、
大学及び他の研究機関の研究員や学生への規制を強化する動きが
あることを、読売新聞が情報収取した．

　Strict application is being considered of the Foreign Exchange and For-
eign Trade Law.

  外国為替及び外国貿易法については目下厳格な適用が検討されて
いる．

Under the current system, it is difficult to regulate cases such as those
involving foreign nationals who entered Japan more tha six months ago,
and therefore a review has been deemed necessary, according to gov-
ernment sources.

政府筋によれば、現行制度の下では、半年以上前に日本に入国した
外国国籍を持つ人に関する事案を規制することが難しいため、見直
しが必要のようだ、としている．

　The government's intent is to prevent the outflow of military-related
technology, with China in mind, the sources said.*

 政府側の目的は、中国を念頭において、軍事関連技術の流出を防
ぐことにあると当局筋は述べている．

　Under the law , the provision of technology in Japan to nonresident
foreign nationals that can be used for the development of weapons and
arms is deemed* an "export" and requires approval from the economy,
trade and industry minister in a similar manner to exports of goods to
other countries.

　現行法では、日本に居住していない外国籍の者に武器、兵器の
開発に利用されうる技術の供給は、「輸出」と見なされており、
商品の海外輸出と同じ手続きでの経済産業大臣の承認が必要と
されている．
