There is a notice that informs the bulletin board of the apartment house of the rolling blackout.

In the first sentence of the notice, I am doubted.

"Attention : All Residents of  GOOD Plaza " 

It is the part(word) of 　"All"　 that I am doubted.

Certainly, it is described, "Osumai no　MINA-SAMA" in Japanese.
 
However, I think no fit ,  "Mina-sama" and English "All residents".

I think it is good in this.
